I have just installed an HTML "ruby character" plugin for the Firefox browser so as to be able to use the Furigana insert plugin for 日本語の漢字テキスト. Curl as yet permits no such ParagraphVisual presentation option.
Will there be any web location where Curl users can post requests for curl10, i.e., "Curl 9" features ?

I think you just did.
ふりがな, and the general limitations of text layout in the GUI Toolkit, are not unfamiliar points to SCSK, but I don't believe there's currently any official word regarding potential future versions of Curl.
