amount of PointerScroll is different in 7.0 and 8.0

I've found a problem in PointerScorll event.

In Curl 7.0, the value of amount of this event is always 1 or -1.
But in 8.0, the value is always 120 or -120.

Is it a bug or a change in 8.0?
